I understand the results-focused goals of students looking for a tutor, as such I pay careful attention to the syllabus. However, a real understanding of a topic does involve going beyond just the syllabus and properly involving oneself in the topic. Given this, I believe that where topics sit in their mathematical context and being able to create as well as solve problems is important and a focus on this, and a broader understanding in general, will lead to students being better able to learn and remember the topic.
